The Embassy of the Kingdom of Netherlands, has organized „Water forum“ 2014 in partnership with the Ministry of agriculture and environmental protection – Republic Direction for water, Central European Development Forum, CEDEF and Chamber of Commerce and Industry of Serbia, PKS. The Forum gathered the representatives of over 50 municipalities from all over Serbia, representatives of leading financial institutions that are engaged in financing the projects in this area, as well as 18 Dutch companies that presented their products and technologies to Serbian partners.

CEDEF Summit
THE FOURTH SUMMIT OF SERBIAN ENERGY MANAGERS - SUSTAINABLE ENERGY IN LOCAL COMMUNITIES
Central European Forum for Development, CEDEF, under institutional auspices of the Ministry of Mining and Energy of the Republic of Serbia, in cooperation with the Serbian Chamber of Commerce organised the Fourth CEDEF Summit energy managers Serbia - SUSTAINABLE ENERGY IN LOCAL COMMUNITIES. Fourth Summit of Energy managers of Serbia gathered more than 120 participants, out of which 50 were representatives of local governments in Serbia, i.e. energy managers that are responsible for improving energy efficiency in their municipalities. As financing the energy efficiency projects in local governments is often the biggest obstacle, new financing models were introduced on the Summit, as well as the advantages of ESCO agreement concept and PPP arrangements, followed with the best technologies that can contribute to savings and better energy efficiency of Serbian cities.

THIRD DANUBE BUSINESS FORUM 2014
Central European Development Forum, CEDEF, and Media Invent, in cooperation with many EU and regional organisations and companies organized THE THIRD DANUBE BUSINESS FORUM, which was held from 27th to 29th October 2014 at the Crown Plaza Hotel in Belgrade and at the Chancellery of University of Novi Sad in Novi Sad. The Third Danube Business Forum gathered hundreds of participants from industry, institutions and universities of all 14 Danube countries and countries of the wider region, and significant media support locally and abroad contributed to inform the public all over Europe about the achievements of the Forum and the potential of the region. Hundreds of participants, over 130 speakers and representatives of more than 15 countries attended the Forum and contributed significantly to the implementation of the EU Strategy for the Danube Region.

THE ESCO OPPORTUNITY: IMPROVING ENERGY EFFICIENCY IN PUBLIC FACILITIES
Improved cooperation between the private and public sectors with regard to energy efficiency was the focus of a conference entitled “The ESCO Opportunity: Improving Energy Efficiency in Public Facilities”, held on 24 September in Belgrade. The event was hosted by the European Bank for Reconstruction and Development (EBRD), the Ministry of Mining and Energy of the Republic of Serbia, and the Serbian Chamber of Commerce, with the support of the Standing Conference of Towns and Municipalities (SCTM) and the Central European Development Forum (CEDEF).

VISIT TO THE BIOMASS HEATING PLANT IN THE HUNGARIAN TOWN KOMLO
CEDEF and Cluster for Ecological Energy and Ecological Culture ECOPANONIA, organized its third study trip to Hungary, from 7 to 8 July 2014 . Representatives of local governments and district heating, and energy managers of Serbia were able to obtain specific and helpful information and learn about the experiences and results achieved in the Hungarian town of Komlo, where a heating plant on woody biomass was established in 2008.

LANDFILLS IN SERBIA – THE CAUSE AND SOLUTION TO THE PROBLEM
Due to the great interest in the six Public debates on MANAGEMENT OF MUNICIPAL AND INDUSTRIAL WASTE IN SERBIA, CEDEF, organized a Round Table discussion on LANDFILLS IN SERBIA - the cause and solution to the problem. The Round Table was organized in cooperation with the Serbian Chamber of Commerce, under the institutional auspices of the Ministry of Mining and Energy, the Secretariat for Environmental Protection of the City of Belgrade and the Agency for Environmental Protection of the Republic of Serbia. One of the biggest environmental problems in Serbia is landfills. According to the European Union, the situation in the field of environmental protection in Serbia is not commendable. Environmental protection is one of the key areas of European integration and the most challenging in the process, because one third of all EU legislation is related to that area. Problems of illegal landfills occur in almost every municipality in Serbia, mainly in parks and by the watershed. The reasons for their appearance is the lack of an efficient waste management system, insufficient sanitary landfills, avoiding unscrupulous companies and citizens to address their waste, construction materials, waste disposed in regular landfills in order to avoid payment of fees, as well as the lack of awareness about the significance of environmental protection.

WATER USE IN ENERGY AND INDUSTRY - INTEGRATED WATER RESOURCE MANAGEMENT
Within the European Sustainable Energy Week CEDEF organized a conference with the aim to highlight the importance of integrated water resource management in Serbia. The Conference WATER USE IN ENERGY AND INDUSTRY - INTEGRATED WATER RESOURCES MANAGEMENT was organized under the institutional auspices of the Agency for Environmental Protection of the Republic of Serbia, Institute "Jaroslav Cherni", PUC Srbijavode and the Energy Administration of the Secretariat for Utilities and Housing Services of the City of Belgrade. Serbia is at the bottom of the list of European countries in terms of utility infrastructure. Recently, numerous floods struck Serbia, which will have a major impact on the economic growth in Serbia. Therefore, sustainable development and the related issues of responsible water management, monitoring, adequate operations and existing legislation in this area, became a huge priority in Serbia.

PUBLIC DEBATE WITH THE MEDIA: Prospects for renewable energy sources until 2020 - Does Serbia have the capacity to achieve the desired goal
For the opening of the European Sustainable Energy Week EUSEW, CEDEF organized a Public Debate with the media "Prospects for renewable energy sources until 2020 – does Serbia have capacity to achieve the desired goal". The Public Debate was organized under the institutional auspices of the Ministry of Mining and Energy and the Agency for Environmental Protection, and in cooperation with the Association of Journalists of Serbia (UNS) and the Independent Association of Journalists Serbia (NUNS). Serbia has a strong commitment to achieve the energy goals for 2020 and has increased the share of renewable energy sources of the total energy consumption from 21.2 to 27%.

AGENCY FOR ENVIRONMENTAL PROTECTION OF THE REPUBLIC OF SERBIA AND CEDEF SIGNED A MEMORANDUM OF UNDERSTANDING
CEDEF signed a Memorandum of Understanding with the Agency for Environmental Protection of the Republic of Serbia. The document was signed during the VI Public Debate: TREATMENT OF HAZARDOUS AND SPECIAL WASTE STREAMS IN THE REPUBLIC OF SERBIA, organized by CEDEF and Serbian Chamber of Commerce, which was held on 5 June 2014 in the National Assembly in Belgrade. The Memorandum was signed by Filip Radovic, director of the Agency for Environmental Protection and Jovanka Arsic Karisic, Chairman of the Board of CEDEF, in the presence of Secretary of State in the Ministry of Agriculture and Environmental Protection, Mr. Stana Bozovic.

TREATMENT OF HAZARDOUS AND SPECIAL WASTE STREAMS IN THE REPUBLIC OF SERBIA
Within the European Sustainable Energy Month and World Environment Day on 5 June, Central European Development Forum CEDEF organized the VI Public Debate TREATMENT OF HAZARDOUS AND SPECIAL WASTE STREAMS IN THE REPUBLIC OF SERBIA, in cooperation with the Serbian Chamber of Commerce, under the institutional auspices of the Ministry of Mining and Energy, the Ministry of Agriculture and Environmental Protection of the Republic of Serbia, the Agency for Environmental Protection of the Republic of Serbia and the Secretariat for Environment of the city of Belgrade. The sixth public debate was held on 5 June 2014, in the premises of the National Assembly of the Republic of Serbia. During the public debate CEDEF signed a Memorandum of Understanding with the Agency for Environmental Protection of the Republic of Serbia. "By signing the Memorandum, we have formalized a good and continued cooperation we have with CEDEF in the field of environmental protection, in order to implement global and EU regulations and standards to preserve the environment, as well as educating the public about this important issue", underlined the signatory of the Memorandum of Understanding Filip Radović, director of the Agency for Environmental Protection of the Republic of Serbia. Chairman of the Board CEDEF Jovanka Arsić Karišić signed the Memorandum of Understanding on behalf of CEDEF.

HOW TO ACHIEVE ENERGY EFFICIENT CITIES AND SIGNIFICANT SAVINGS: DISTRICT HEATING USING BIOMASS AND INSULATION, example of Komlo city in Hungary
CEDEF and Cluster for Ecological Energy and Ecological Culture ECOPANONIA, organized the Round table HOW TO ACHIEVE ENERGY EFFICIENT CITIES AND SIGNIFICANT SAVINGS: DISTRICT HEATING USING BIOMASS AND INSULATION, example of Komlo city in Hungary, under the institutional auspices of Vojvodina Chamber of Commerce, PKV. The roundtable was held on 22 May 2014, in the Chamber of Commerce of Vojvodina in Novi Sad. The aim of the Round Table was to gather municipalities, district heating plants and energy managers of Serbia to provide them with specific and helpful information, to share experiences regarding the potential use of biomass as a fuel in district heating systems in Serbia and to share best practises and excellent results in the Hungarian city Komlo. They have achieved more than 20% savings in Komlo through the use of district heating and biomass boilers combined with the use of insulation in all buildings in the city..

GREEN INDUSTRY OF SERBIA AND RECYCLING POTENTIAL - a chance for the future
CEDEF organized the V Public Debate GREEN INDUSTRY OF SERBIA AND RECYCLING POTENTIAL – a chance for the future, in cooperation with the Serbian Chamber of Commerce, and under the institutional auspices of the Ministry of Mining and Energy, the Ministry of Agriculture and Environmental Protection of the Republic of Serbia, Secretariat for the Environment of the city of Belgrade and the Agency for Environmental Protection. The V Public Debate was held on 16 May 2014, in the Serbian Chamber of Commerce in Belgrade. The Recycling industry, as the youngest industry in Serbia, is one of the few industries that still recorded some growth. Recycling is such an integral part of sustainable development and the green economy is one of the most important issues in the process of Serbia's accession to the EU. Therefore, solving issues concerning adequate waste management and recycling is one of the most significant obligations. Although we achieved results in the recycling industry, there are still some problems that need to be addressed.

CEDEF ORGANIZED A TRIP FOR PRIZE WINNING JOURNALISTS TO PARIS AND BORDEAUX
In recent years CEDEF has organized a number of prize-winning media contests. The aim of these media contests is to spread awareness among the general public and experts regarding the necessity of implementation of energy efficiency and greater use of renewable energy sources, in order to create an environment for sustainable development and environmental protection in Serbia and the region. Therefore, CEDEF organized a study trip to Bordeaux and Paris for the winners of the media contest "Communal waste as energy" from 6 to 9 May 2014.

TRANSFORMATION OF PUBLIC UTILITY COMPANIES AND THE ROLE OF LOCAL COMMUNITIES - current projects and technologies
CEDEF organised the IV Public Debate TRANSFORMATION OF PUBLIC UTILITY COMPANIES AND THE ROLE OF LOCAL COMMUNITIES - CURRENT PROJECTS AND TECHNOLOGIES in cooperation with the Serbian Chamber of Commerce, under the institutional auspices of the Ministry of Mining and Energy of the Republic of Serbia, the Agency for Environmental Protection of the Republic of Serbia and the Secretariat for Environmental Protection of the City of Belgrade, on 29 March 2014, in the Chamber of Commerce of Serbia. More than 40 representatives of public utility companies and over 30 representatives of local governments from all over Serbia will be present, including: Niš, Čačak, Topola, Pančevo, Mionica, Paraćin, Nova Varoš, Bečej, Lazarevac, Užice, Beograd, Aranđelovac, Nova Varoš, Zrenjanin, Kovin, Sombor. All of them were actively participating in CEDEF and PKS Public Debate, and they pointed out the significant difficulties faced in working on current projects and technologies that are important for the sustainable operation of the PUC. According to the data listed in the proposal strategy of restructuring the PUC, in JK companies there are more than 53 000 workers representing about 2.5% of total employment in Serbia. The total revenue of PUC in 2007 was around 100 billion dinars, which is about 2% of Serbia's GDP, whereas the expenditures of PUC were about 8 billion higher than the revenues. Long-term illiquidity and losses caused by technical obsolescence and inadequate maintenance lead to the general neglect of the poor state of municipal infrastructure, services unsatisfactory quality levels and leads to a low security of supply.

CEDEF organised the Investment Conference ADVANCED TECHNOLOGIES AND FINANCING IN EE AND RES, which was held under the institutional auspices of the Ministry of Energy, Development and Environmental Protection. At the conference, Serbian potential in the field of EE and RES and the possibility of greater utilization of advanced technologies were presented, as well as practical examples of implemented projects. Representatives of the Ministry of Energy and the European Bank for Reconstruction and Development presented, among other things, the types and sources of financing in EE and RES, the benefits of the PPP and the implementation of ESCO contracts.

TECHNOLOGIES AND EQUIPMENT FOR WASTE MANAGEMENT AND WASTE WATER TREATMENT - types and sources of financing
Central European Development Forum – CEDEF, organized the III Public Debate TECHNOLOGIES AND EQUIPMENT FOR WASTE MANAGEMENT AND WASTE WATER TREATMENT - types and sources of financing, on 21 March, the day before World Water Day, in cooperation with the Serbian Chamber of Commerce and under the institutional auspices of the Ministry of Energy, Development and Environmental Protection of Republic of Serbia, the Agency for Environmental Protection and Republic of Serbia Secretariat for the Environment of Belgrade. According to the World Trade Organization, the waste management sector indicates a continuous increase in privatisation in developing countries. New technologies for waste management include divert waste from landfills, increase recycling of materials and create new value through heat and electricity. However, the EU does not support the creation of landfills in the long run. The best results regarding waste management have been shown in countries that have a high percentage of thermal waste treatment in combination with a well- organized recycling industry. For example, in Germany, there are about 6000 plants for thermal waste processing. On the other hand, there are 4,481 illegal landfillsin Serbia. Only in Belgrade there are about 300, and the disposal of waste at the local landfill is the most common method of waste management. Water and waste are tightly linked. One of the key sources of pollution of rivers in Serbia is untreated industrial and municipal wastewater. About 50% of the pollution in the rivers comes from industrial plants and only 13% of wastewater is treated before discharge, because a significant number of local governments in Serbia do not have a developed sewage infrastructure.
